Yes, that's correct.  "?OTRv23?" means the client is willing to support
protocol versions 2 and 3.  plugin 4.0 supports those two protocol
versions.

Is the above what you're sending, or what you're receiving?  Can you
arrange for your buddy to similarly capture the packets at his/her end?
