[OTR-users] OTR blocked for some ICQ users?

Hello.
Sorry if this question has been already asked.
The situation is as follows:
I am using OTR 3.2.0 with Pidgin on Windows XP.
My friend is using 3.2.1 with Pidgin (libpurple) on Gentoo.
His brother is using 4.0.0 with Pidgin on Debian.
I cannot initate a OTR session to my friend.
I cannot initate a OTR session to his brother.
My friend cannot initatie a OTR session to me.
My friend cannot initiate a OTR session to his brother.
His brother can initate a OTR session to me.
His brotehr can initate a OTR session to my friend.
It seems that the OTR initation message is actively blocked somewhere,
since it doesn't seem to be recieved on the network adapter in the cases
where it doesn't work.
The same situation (apart from his brother being on a Windows machine
with 4.0.0) happend some months ago and it used to work in-between until
a few days ago or so.
Also it's not my router, I just replaced the router with a different
model this week (though both are probably not good).
So my question is: Is anyone else experiencing a similar problem with
ICQ, because Google didn't turn up anything useful when I searched for that?
