For ESessions: There's only one implementation, that's why it has been  
deferred.
For C2C TLS: There are already more than 2 clients AFAIK, but none of  
them has released a stable version with support for it yet.

Anyway, XEPs don't need to be approved by the IETF, but by the XSF  
Council.
