Install the NSIS installer, and open the .nsis file included with pidgin-otr.
You can see the lines where it tries to find pidgin, and right after that
you should be able to add a line or two to point to a directory.

I'll see about adding the feature myself, but if anyone with easy access to
Windows can make this change, please go ahead.

For you, as a work around, you can just copy the pidgin-otr.dll in the
pidgin modules directory.
