I've not seen this behaviour of gaim before, where it echoes back to you
the network message that it failed to send.  But those echoes certainly
aren't being passed though the OTR plugin (nor should the be, really),
since the plugin would have replaced the "?OTR:AAID..." with an OTR
Error.

So I don't see how OTR could repress the bounced messages, since gaim
never passes them to it.
