Grab the source rpm for gaim-otr from Fedora Extras. Then rpm -ihv it, then run
rpmbuild -bb /usr/src/redhat/SPECS/gaim-otr

It will then tell you all your missing dependancies, and you can grab those source
rpms from fedora and install them similarly.
