What does "pidign -d" tell you?  The most common issues are:

- You need to make sure you're using both pidgin-otr 3.1.0 and libotr
  3.1.0.

- You installed libotr into /usr/local/lib, but that directory isn't
  listed in your /etc/ld.so.conf.
