[OTR-users] Proxy port config file - where for win?

There is apparently a file somewhere from which OTR reads 
config data for the proxy port settings (what proxys to 
enable, what ports to run them on). Does anyone know where 
this file is on a windows system? I failed to track it 
down using filemon. Any clues are appreciated.
