[OTR-dev] any implementations using OTRL_TLV_PADDING?

Are any IM apps using the padding TLV?  I'd like to implement it for
ChatSecure, so its always good to have other implementations to test against.

I'm currently thinking of padding Data Messages so that they are always
rounded up to a power of 2.  That seems like a simple way to eliminate message
size profiling, which becomes more important as file transfer happens more and
more with OTR.
