[OTR-dev] time for libotr-4.0.1?

Hi!

I just noticed that the Fedora libotr package does not have bugfix
d748757e (Fix: pass opdata when sending message fragment) backported.
Given that the bug affects almost any application that uses the library,
I'd like to intercede for a new release containing the bugfixes that are
in current git. I believe that having less people hitting a bug may help
adoption of the library:)
