[OTR-dev] 4.0.0-rc3 ready to roll. Please try it out!

Quick silly question:

should it be packaged as "libotr3", being protocol v3 (which was
apparently in line with what was done for 3.x), or "libotr5", being
sonumber 5 (which is what distros recommend)?
