I think it *might* be better to remove all of the strings from libotr,
and let the applications deal with any user-visible behaviour; that way, 
when an app like Miranda that doesn't use the usual markup comes along,
it can easily do the right thing.  Of course, there could be some
default behaviour for apps that don't provide explicit functionality.
