Is the goal to completely avoid processing text when Never is the  
policy?  If not, what about reinterpreting that message as "Joe has  
request an Off-the-Record private conversation, but you have disabled  
Off-the-Record messaging to Joe.  To allow OTR, change your policy  
for Joe." ?
