  1) manual OTR messaging

What i meant here is:
  never try to do KEX
  never send otr-encrypted messages
  perhaps don't send the whitespace tag

So it's not manual, it's "don't".  But, arguably hitting 'do KEX' is a
command to change modes.  OTOH, arguably the otr strat button should
be grayed out if "don't" is selected.   I would expect people to
select "don't" only if that's what they really mean.

  2) OTR whenever possible messaging.
  3) OTR only messaging.
