A small lie :)

When you're private, and you have not selected 'require private', and
you break the private session, and then change the buddy option to require
private, and then sent a (plain)  message the following happens:

1) gaim refuges to send the message
2) gaim triggers OTR
3) gaim sends the message
4) gaim tells you it RESENT the message.

Gaim actually never resent the message, because it didn't send out the
message unencrypted to begin with.

gaim-otr should not display the resend message in this case.
