the trailing "otr" directory removes the genericness: data and
configuration storage would go in ~/.config/otr/*
~/.config/ is the XDG standard location for configuration directories:
http://standards.freedesktop.org/basedir-spec/basedir-spec-0.6.html#variables
whether stored tables of peer key material and associated identifiers
are properly stored in XDG_CONFIG_DIR or XDG_DATA_DIR is probably a
theological argument, though. :)
