[OTR-users] Detailed Tutorial on using OTR under Windows OS

This tutorial is intended for windows users as it is mentioned in the 
subject of the post , Iam not a big fan of Win OSs however , most PC users 
worldwide use windows OS in their daily basis works and this tutorial help 
them to use this program to ensure their privacy online
I may create the same tutorial for Linux users later on.
