Indeed, the _intent_ of the change was:

* If you're using OTR for the first time, the "Don't log OTR
  conversations" defaults to checked.

* In any event, when you start an OTR conversation, it will tell you
  whether it's logging or not.

If that's not what it's doing, it's a bug.
