First of all - as Ian said, donate here:

If you want a *different* tax write-off in the US, I think one could
also donate to the Tor Project:

  https://www.torproject.org/donate/donate.html.en

If one were to state that the donation is actually to support OTR
development, I believe that binds the Tor Project to only fund OTR with
those funds. The Tor Project very strongly supports the OTR project and
lets me, as well as others, use paid time to help out with it.

( I haven't talked about this with Ian but I wanted to mention it.
Obviously, I think the waterloo link is the first and best choice. )
