Is anybody else having problems with pidgin-otr 4.0.0-beta2 for windows?

With pidgin-otr 4.0.0-beta2 installed, Pidgin fails to start. Now,
when OTR  is removed from the PC, pidgin starts as it should.

The installer is installing pidgin-otr.dll under the right directory
C:\Program Files\Pidgin\plugins.

For testing purposes, I did a manual install of pidgin-otr 4.0.0-beta2
on PidginPortable and it worked just fine.

This is under WinXP SP3
Pidgin Ver. 2.10.4 [desktop]
