Agreed.  There's no good reason why this case should behave differently
From no OTR session and "OTR required" configured for that peer.  (Well,
I don't use that, but negotiating a session and retrying would really be
nice.  At least putting the message in the history with "NOT SENT: foo"
so you can cut/paste it again.)
