Indeed, the dev list would be more appropriate.

Certainly it's been done before, since pidgin-otr, trillian, miranda,
etc. work with libotr on Windows.  But the only one I personally know
the details of is pidgin-otr, and that's basically the Linux source
compiled with mingw.
