Huh?  OTR works fine with pidgin >= 2.0, as the above line indicates.
2.2.2 should pose no problem.

What's probably happening is that your OS reinstall failed to install
the -dev (sometimes called -devel) version of the pidgin package.

That package contains pidgin.pc, as well as the pidgin header files
needed to compile pidgin plugins like pidgin-otr.
