Ian, I've just installed Pidgin OTR on a laptop running Windows Vista, 
and I see the same problem with two accounts, one AIM the other MSN. 
Initiating IMs to correspondents caused the keys to be generated, but 
the Generate button does nothing on its own. I've never seen this happen 
with XP so if I can help with debugging let me know what I need to do.

Opening the plugin preferences shows no keys until the account is 
selected, the keys are not read by default it appears. Might be 
something in the way that Vista does things, I wonder if Marko is using 
it, he doesn't say.

FWIW the otr fingerprint and key files appear in 
C:\Users\<username>\AppData\Roaming\.purple which is obviously a 
different location from where XP stores it.

Puzzling!
