As normal user, find the gaim-otr.so and type

"ldd /path/to/gaim-otr.so"

search through the list you get, and make sure that nothing is listed as 
"Not Found" on the right hand side. If it is, you need to make sure that 
libotr.so* and/or any other dependent libs are in the LD_LIBRARY_PATH or 
in /etc/ld.so.conf.
