[OTR-dev] upcoming protocol revision

Back at IFF in Valencia, we had lots of encouraging conversations about
starting to work on a new version of OTR.  I'd like to promote the
effort, and also steer potential contributors towards that effort.  The
OTR News page seems like a natural place to post about it, but alas,
there is no such post.

Is there anything online to point to?
