[OTR-dev] Lack of notifications on receipt of non-encrypted messages

I'm using Pidgin 2.10.11 (libpurple 2.10.11) with OTR 4.0.0, and I
noticed that when a message is received unsecured, I don't get a
notification in my task bar. Messages appear in this form...

foo at bar.com was not encrypted: [...]

but the pidgin icon does not indicate that a message was received.
