[OTR-dev] pidgin-otr release for Debian Jessie?

In order to help release this faster for Jessie, I tried the Windows
version in a VM.

The provided link results in a 404. So i used this one:
https://otr.cypherpunks.ca/binaries/windows/pidgin-otr-4.0.1.exe Hope
this is the correct release.

I tested it successfully on a Windows 7 machine with Pidgin 2.10.9.
Key generation, authentication, refreshing works perfectly.
