My libotr build logs on Debian unstable read:

  checking for libgcrypt-config... /usr/bin/libgcrypt-config
  checking for LIBGCRYPT - version >= 1.2.0... yes (1.6.2)
  checking LIBGCRYPT API version... okay

... so I guess my tests have been using 1.6.
