OTRv3's instances are indeed intended to accomplish a similar goal to
XMPP's resources, but without requiring the IM client/protocol to
natively know anything about them.  This allows OTR over other IM
protocols to not go insane (as was the case with OTRv2) when someone
logs in more than once.
