Normally libfoo-1.2.3.tar.gz untars to libfoo-1.2.3/.  With github:

the download link:
 https://github.com/guardianproject/otrfileconverter/tarball/0.0.1

the tarball:
 guardianproject-otrfileconverter-0.0.1-0-g4511e34.tar.gz

the folder:
 guardianproject-otrfileconverter-4511e34

Not only are they non-standard, but each one has a different name.
