[OTR-dev] New OTR Protocol draft: please look over

It's been a long time coming, but we've finally got a draft of the new
OTR Protocol Spec.

Please look it over, and if you've got comments, make them pretty soon
(like in the next few days), since we'd like to get the next version
coded and released in about a month.  ;-)
