[OTR-dev] Initial Python wrappers

I've put together some Python wrappers for libotr. They use SWIG and
work with any recent version of Python. These wrappers are alpha and
there will be some changes to the interface as I tune it but they work
as they are. I've included a python script to demonstrate their usage.
Try them out, play with them, send me bug fixes. You can find them at
