[OTR-dev] OTR encryption state

I may be misunderstanding, but these proposed 'modes' don't seem to 
address the original issue verbal posted.

No matter who I am talking to, if I stop encryption while in an OTR 
chat, it should not turn itself back on.  This isn't a per-contact 
thing...

Meanwhile, the question of "people who don't use OTR" versus "people 
who may use OTR" versus "people with whom I always use OTR" is a simple 
per-contact preference, implemented at the level of the client, not the 
protocol or library... "Automatically attempt to connect via OTR."  If 
yes, then opening a chat will attempt to connect.  If no, it won't.  
For "mode 2" you don't check the box, then you manually connect as 
desired.
