[OTR-dev] OTR encryption state

so i guess this is how i would use it.

mode 1: people who i know do not use OTR
mode 2: people who IM from different machines/clients that sometimes have it
mode 3: people who i know have OTR all the time

whatever we decide, the important thing is to have the modes
consistent across all clients.
