Right now OTR has a notion that it is always autonegotiated on.  One
can terminate a session, but there is still a hardwired default to
enable OTR when possible.

To solve your 'problem', one could add a new bit in the
per-correspondent UI that says "OTR desired", and have the
auto-negotiate behavior be conditional on that being on.
