Yeah, I guess that's a little ambiguous.  As it stands now, it talks
about the changes from 3.0.0 to 3.2.0, and is not clear which parts were
in 3.1.0 and which are new in 3.2.0.  I'll add that to the list of
things to fix before 3.2.0 release.
