[OTR-dev] per-user preferences

I finally upgraded to gaim-otr 2.0.2 :-) (which is 2.0.1 + autoconf
really). I was able to exchange keys with much older code. This is
on NetBSD-current on i386 with gaim 1.1.3 and up-to-date pkgsrc bits
for the other stuff.

I see the enable/automatic/require global config tab, but don't see
any per-user configuration (in the fingerprint list?). I had the
impression from the list that one could choose form never, manual,
opportunistic, and require for each peer (as well as a global default
policy). For me global policy doesn't make sense, since I talk to
people who do and don't have OTR, and have different kinds of
conversations with different people and thus different policy
concerns.

A very minor bug is that the popups for otr key negotiation don't have
the same WM hints as gaim's "pounce" popups, which means they don't
get focus by default and seem to actively avoid focus even on mouse
over (I use focus-follows-mouse).
