"OK" accepts the changes and closes the dialog box.  "Apply" just
accepts the changes but leaves the dialog open.

Thinking about what Paul said, and given that there's only one thing
that's being edited (this is for the per-buddy policy window), I think
just making the change take effect immediately (like it does for the
global setting in the UI prefs window) is better, and so have just a
single button to dismiss the dialog.
